New guidelines streamline hand-carried import and export of high-value goods via Jaipur International Airport and ACC, offering greater clarity and faster clearance for trade professionals.

The Commissionerate of Customs in Jaipur has announced new procedures governing the import and export of gems and jewellery via personal carriage, now officially in effect at Jaipur International Airport and the Air Cargo Complex (ACC). The framework, outlined in Public Notice No. 10/2025, aims to bring greater transparency, security, and speed to the hand-carried movement of high-value goods—an area of longstanding relevance for the jewellery trade.

The revised protocol introduces clear timelines, document requirements, and handling processes for both importers and exporters using personal carriage, with particular emphasis on pre-declaration and secure custody.

For Imports via Personal Carriage:

  • Importers must now file a Bill of Entry (BE) before arrival, clearly marked "Personal Carriage," along with full details of the accompanying passenger and flight.

  • A new importer category—Code ‘H’—has been introduced exclusively for hand-carried consignments.

  • Upon arrival, goods must be declared at the Red Channel of Customs and will be temporarily held in a designated Customs warehouse at the airport.

Importers can retrieve their goods from the Air Cargo Complex after presenting the detention receipt and fulfilling clearance formalities.

For Exports via Personal Carriage:

  • Exporters must file a Shipping Bill (SB) at least 24 hours prior to departure, with complete travel and consignment details.

  • The consignment must be physically presented at ACC Jaipur on a working day before departure for inspection and sealing by Customs.

Once the Let Export Order (LEO) is issued, goods will be sealed and stored securely at the airport warehouse, ready for the passenger to carry them out of the country.

New Compliance Measures:

  • Specific document codes and information fields have been introduced, including authorisation letters and GJEPC certificates.

  • Colour photographs of all gem and jewellery items are now mandatory to aid identification and transparency during assessment and clearance.

Faster Clearances and Trade Facilitation:

To improve processing efficiency, same-day clearances will be prioritised for applications where detention receipts and required documentation are submitted before 12 noon.

This initiative is expected to significantly ease the compliance burden on trade participants, especially exporters and importers in the jewellery and gemstone industry who frequently move goods via personal carriage. With Jaipur emerging as a vital hub in India’s gem and jewellery ecosystem, the new procedures reinforce the city’s role as a trusted and efficient international trade gateway.
